Currently serving as an Associate Professor in the Department of Software Engineering at the Faculty of Engineering and Natural Sciences of Ankara Yıldırım Beyazıt University, Assoc. Prof. Dr. Arslan began his professional career as a Research Assistant at Zonguldak Karaelmas University after graduating from the Department of Computer Engineering at Selçuk University’s Faculty of Engineering and Architecture in 2002.
He subsequently worked as a Database and System Administrator for the AboneNET project at the Turkish Electricity Distribution Corporation (TEDAŞ) General Directorate, which stands as one of Türkiye’s pioneering e-government initiatives.
At the Social Security Institution (SGK), he held consecutive positions as System Administrator, Head of the System Management Division, and Head of the Information Systems and Security Department. During his tenure, he played a pivotal role in the consolidation of the data centers and applications of Türkiye’s legacy social security institutions, as well as in the execution of key e-government projects.
He also served as an Assistant Professor in the Department of Computer Engineering at the Faculty of Engineering, Düzce University. During this period, he contributed to the instruction of core academic courses such as Introduction to Computer Engineering, Object-Oriented Programming, and Operating Systems and Information Technologies, effectively sharing his extensive public sector and field experience with his students.
Between 2012 and 2016, as Head of the Information Technologies Department at the General Directorate of the State Supply Office (DMO), he directed the institution’s digital transformation projects. Later, serving as the Head of the Information Systems and Cyber Security Department at SGK from 2016 to 2019, he successfully implemented numerous projects focused on the institution’s digital transformation and cybersecurity infrastructure.
Furthermore, Assoc. Prof. Dr. Arslan contributes as a board member to various non-governmental organizations (NGO), including the Kamu İç Denetçileri Derneği (KİDDER) and the Türkiye Bilişim Derneği (TBD).
Today, he continues his professional endeavors as the General Manager of 4Dimension Bilişim ve Danışmanlık A.Ş., alongside his academic role as an Associate Professor at Ankara Yıldırım Beyazıt University.
